This engagement is to support a Department-level Information Security Office. The office develops, maintains, and oversees agency-wide IT security programs and oversees policies, processes, and control techniques to address all applicable information security requirements.

The Cybersecurity Training Specialist will provide support to the DHS Office of the Chief Information Security Office (OCISO) Governance and Executive Management (GEM) Division. The candidate will support senior management in executing upcoming training requirements.


  • Support senior management in the development, communication, and execution of the program’s strategy
  • Develop IT Security Training plans that implement and adhere to Federal and Departmental policies and directives
  • Consult with program specialist in developing new services or enhancing existing services that expand current information dissemination capabilities
  • Evaluate IT system or program plans and documentation to ensure adequate protection of IT resources
  • Modify, test, and implement IT Security Trainings
  • Collect, analyze, and compile program-level performance metrics to evaluate and document compliance
  • Collect and analyze various reports from the designated LMS as needed
  • Ensure IT Security Trainings are Section 508 compliant
  • Engage in regular and sustained client interaction, encompassing both formal presentations and informal, routine communication
  • Perform tasks on time and with high level of diligence
  • Engage with technology and business stakeholders and serve as a liaison
  • Develop, maintain, and support Training Materials for the DHS OCISO Cybersecurity Training Program to ensure an informed, alert, and security-conscious workforce
  • Assist in managing the DHS-wide Information Security Training working group meetings
  • Provide support in preparing Cybersecurity training briefings and reports for senior management
  • Coordinate various Cybersecurity training meeting events and activities
  • Develop Cybersecurity awareness materials such as posters, signs and infographics
  • Conduct research for Cybersecurity best practices
  • Implement and manage Sharable Content Object Reference Model(SCORM) trainings in the designated LMS





  • 10 years of overall technical experience
  • 3-5 years learning consulting, designing and delivery experience in a professional setting that includes cybersecurity-related activities and programs.
  • Proven track record in designing and delivering learning programs.
  • Experience with developing and deploying SCORM based courses.
  • Good understanding of FISMA and NIST framework.
  • Strong problem-solving ability.
  • Excellent verbal and written communication skills.
  • Experience with a wide range of computer systems and multimedia tools.
  • Flexibility and the ability to multi-task in a fast-paced atmosphere.
  • LMS experience
  • NIST 800-53 experience



Bachelor Degree; Associate Degree (with 13 years of experience acceptable)

Clearance Requirement:
 US Citizen.

DHS Suitability and Public Trust Clearance desired. 


Desirable Qualifications:

  • DHS HQ experience
  • DHS IT Security Policy knowledge
