Overview

This role is in support of a federal agency to provide Business Intelligence (BI) lifecycle support services for a recently implemented Data Management and Reporting Solution (DMRS). The BI services include all the developed application code and configurations that are used to extend the DMRS tools for dashboards (Qlikview), reports (SSRS), data warehouse (Oracle relational database), Extract/Transform/Load processing (Ab Initio), data extracts and interfaces, and custom web applications (Java, .net). BI services also include the business process integrations (Ab Initio) with partner systems (including an Oracle ERP system).

Responsibilities

• Lead DMRS architectural planning to identify a robust, scalable, and sustainable target state for DMRS as a tri-service solution
• Lead DMRS planning to identify achievable phases of re-engineering that will enable the DMRS solution to evolve toward the target state, while minimizing operational risks to the DMRS solution and to the program
• Provide architectural oversight over all of the technical moving parts of DMRS, including warehouse design, ETL methodology, ETL design, metadata management, approved technical standards, and approaches and techniques for software development and data integration
• Review project requirements, coordinates BI architecture, data modeling, and development of applications, dashboards, and reports
• Provide high-level guidance for the evolution of the DMRS data models
• Guide the architecture and high-level design and development of new and enhanced reporting capabilities and business process integrations involving the orchestration of data exchanges with the ERP and system partners to meet approved change requests
• Lead the investigation and diagnosis of technical incidents that impact DMRS production capabilities
• Review results and analysis of System Integration Testing (SIT) and User Acceptance Testing (UAT) to identify technical requirements for enhancements or improvements to DMRS
• Proactively support the management of capacity to ensure sufficient computing resources are allocated to the DMRS applications, in coordination with the government and the associate contractors
• Provide technical inputs to and support exercises with LSS and the PMO needed to ensure DMRS application security and IT continuity are compliant and meeting SLA for failover
• Coordinate with the DMRS Release/Deployment Manager and with the LSS contractor to ensure that the integrity of the production environment is protected and that the correct components are released
• Collaborate with the hosting and LSS contractors to: schedule and monitor backups and restores of DMRS applications, components, and data; coordinate continuity of operations and disaster recovery; support hardware/network, database, and transaction tuning that impacts DMRS Business Intelligence and Data Warehousing performance
• Provide technical support for release planning and deployment, including scheduling and coordination and assistance with quality assurance
• Provide guidance for DMRS job scheduling, application maintenance, database administration, and security administration
• Support the hosting contractor’s systems engineering with DMRS environment configuration and capacity planning for the development, test and production environments
• Ensure that SDLC quality control procedures are followed and software quality metrics are in place and measured
• Coordinates between contracting parties to ensure the development collaborative solutions

Qualifications

• Proven expertise in architecting and implementing enterprise-class software solutions, including technical leadership in the following areas:

o Enterprise data warehouses and/or data marts, preferably in an Oracle database environment, including data modeling for both transactional and reporting systems

o BI and reporting tools (Qlikview, SQL Server Reporting Services, and/or Tableau)

o ETL solutions (Ab Initio, Informatica, DataStage, or SSIS)

o Custom-built application interfaces (using Java, Python, or .Net)

• Extensive experience working within standard SDLC frameworks
• Experience in recommending and implementing IT standards in a governed IT environment
• 8-years related experience
• Excellent oral and written communication skills
• Excellent problem solving and analytical skills
• Evidence of strong collaboration between teammates, clients, and other contractors
• Ability to lead technical solutioning within a complex environment

 

Desirable Qualifications

 

• Experience working within a federal government environment
• Experience with the Ab Initio ETL tool
• Experience implementing the Oracle ERP solution

 

Education


• Bachelor’s degree required

 

Clearance Requirement


• U.S. Citizen, Secret cleared (interim acceptable)
