Overview

This individual’s primary duty will be to shepherd the response to task orders and proposals from start to finish, working effectively with technical and corporate staff. The ideal candidate is a dedicated, market-focused professional who understands deadline-driven work, and is a self-starter who can work both independently and within a team environment.

Responsibilities

  • Perform detailed analysis of RFQ/RFP and Task Order documents and develop detailed compliance and responsibility matrices. Collaborate with members of proposal team to develop strategy.
  • Write non-technical portions of the proposal. Edit and organize all written technical materials supplied by support groups.
  • Main tactical coordinator for execution of response, including outline development, scheduling meetings, tracking task progress, team assignments, quality and compliance reviews, and procurement notices.
  • Develops annotated proposal outlines and provides guidance on suggested content
  • Researches, prepares, and edits documents; formats and proofs submissions from multiple authors/reviewers for a consistent and professional response.
  • Interviews technical Subject Matter Experts and translates those conversations into suitable content for the proposal
  • Serves as the scribe for working group sessions and major proposal meetings, recording topics, action items and responsibilities and getting the information distributed to the attendees in a timely manner following the session/meeting.
  • Edits and designs the finalized proposal document.
  • Develops template for future task order responses that ensures an established template is followed
  • Communicates proposal progress to management
  • Assists with maintenance of library of collateral of proposal materials.
  • Support Proposal Managers and other key stakeholders in bid and proposal development by developing kick off packages and templates, issuing and managing data calls and action items to closure both internally and externally, and ensuring compliance with formatting requirements.
  • Maintain configuration control and electronic records of all proposal documents and coordinate activities in parallel and in sequence as required by established bid and proposal development processes and procedures.
  • Drive schedule compliance with all internal milestones per the bid and proposal development schedule in alignment with established priorities and direction from the Proposal Manager regarding data calls, writing inputs, color team reviews, and approval milestones.
  • Following up with proposal contributors after submission to ensure close-out procedures are followed correctly and capture lessons-learned for next effort

Qualifications

  • BA/BS or other undergraduate-level degree plus 5-10 years of demonstrated experience coordinating and writing Federal Government bids and proposals in response to competitively solicited procurements Additional years of experience may be substituted for degree.
  • Demonstrated experience in proposal coordination, project management, and coordinating large teams comprised of both internal and external stakeholders, including subcontractors, is required.
  • Demonstrated experience with large GWACs and MAC IDIQs at both the MAC and Task Order level is desired.
  • Demonstrated experience in the proposal development life cycle, including understanding of Shipley or other well-established proposal development processes and procedures is required.
  • Ability to work efficiently in a fast-paced results driven environment while coordinating and executing multiple high visibility requirements is required.
  • Demonstrated success in bid and proposal development as an individual contributor and as a member and/or leader of a broader bid and proposal development team is required.
  • Extensive WORD, Excel and PowerPoint experience required.
  • Excellent writing skills.
  • Experience with SharePoint as a repository and document management system
  • Strong time management, organizational and prioritization skills.
  • Position involves working overtime as necessary to meet all pursuit deadlines.
