  • Responsibilities

    • Provide strategic planning, scheduling, quality management, customer satisfaction, and risk management activities
    • Verify adequate financial and procurement processes so requisite funding and equipment are available in a timely fashion for all project initiatives
    • Provide expert technical advice, guidance, and recommendations to key FWS and IRTM management on critical IT program problems and issues
    • Assess quality and potential for success of major IT projects, prioritize and integrate the projects, and resolve complex issues
    • Define tasks and needed resources and develop strategies for accomplishing the organization’s important IT modernization mission
    • Promote, oversee, and apply relevant standards and best practices designed to ensure project success
    • Manage and direct projects throughout the operation life-cycle processes of initiation, planning, execution, control, and close-out
    • Integrate IRTM project schedules with DOI and customer requirements and resolve IT employee problems and issues related to all aspects of IRTM activities


    • PMP certification
    • A minimum of 10 years’ experience planning, managing and implementing large and complex enterprise IT infrastructure solutions
    • Mastery of and skill in applying advanced IT principles, concepts, methods, standards and practices
    • Comprehensive knowledge of principles and processes, lifecycle management, budget and resource control, scheduling, quality management, metrics development and utilization, cost/benefit analysis, and risk management assessment
    • Expert knowledge of Earned Value Management (EVM), the Project Management Body of Knowledge (PMBOK), and the FWS IT Strategic Plan - 10 years
    • Demonstrated skills and ability in integrating public and private sector practices and systems in enhancing the IRTM program and processes
    • Mastery of IT systems and applied selectivity in enhancing the IRTM program and processes using analysis and assessment, integration, design, development, alternative approaches, implementation, and monitoring
