    The project is to provide advanced, highly technical Program Management Support for the U.S. Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO) to improve the organization’s performance in achieving an infrastructure environment that is reliable, scalable, flexible, maintainable, accessible and secure. BRMi is seeking a leader to serve as the senior team lead in one of the key task areas, working closely with government leadership on high profile projects, such as One Net, Trusted Internet Connections, Microsoft Exchange, Microsoft Exchange Online Protection, Next Generation Data Center and Cloud Enterprise solution services. The ideal candidate will have practical experience in managing large-scale IT programs and be an excellent practitioner of program/project management techniques, including traditional (waterfall) and agile techniques for performance management, backlog management, integrated master schedules, integration of products and solutions, and financial management.

    Responsibilities

    As a senior team lead,

    • Establish/maintain project management processes to facilitate the successful execution and management of infrastructure related projects
    • Facilitate effective communications within the infrastructure office and with the OCIO, DHS HQs and Components through the implementation of a comprehensive communications SOP and establishment of additional communication tools and processes
    • Establish QA and QC processes within the infrastructure organization to meet quality expectations of products and deliverables
    • Assist leadership int he identification of program risk, and develop and implement effective risk management strategies

    Specifically, provide

    • Project management for assigned projects
    • Portfolio management across the Infrastructure office portfolio of programs/projects, which may include DHS Component organizations
    • Process management and business process reengineering
    • Requirements development
    • Performance management
    • Risk management
    • Contract management
    • Problem management, root cause analysis, gap analysis
    • Acquisition support
    • Financial analysis of IT system management
    • Enterprise architecture, systems engineering, industrial engineering support
    • Change management and business transformation
    • Infrastructure analysis
    • System implementation support
    • Quality assurance
    • Asset management and policy compliance

    All these services will not only service individual programs, but also seek to improve service delivery, enhance performance, reduce downtime, decrease potential risks, implement cost savings and achieve cost avoidance across the organization. 

    Qualifications

    Required: 

    • 6 Years of relevant specialized experience (Infrastructure, Network, and/or Security experience), at least 10-years overall experience
    • BS/BA Degree
    • Project Management Professional (PMP) Certification
    • Excellent oral and written communication skills
    • Experience working in technically and organizationally complex environments
    • Active Top Secret clearance with SCI required (DHS preferred)

    Desired:

    • DHS experience
    • Agile PM experience and certification
