  • Overview

    This engagement is to support a Department level Enterprise Architecture Program. The Program provides the architecture planning and governance that drives business process improvement and aligns investment decisions and program efforts with the Department's missions and strategic goals. The engagement provides a cross-enterprise perspective that helps unify efforts, improve mission effectiveness, and improve overall efficiency of Information Technology (IT).


    The Technical Analyst is part of a team of Enterprise, Segment, and Solution Architects, as well as management consultants that provide expertise on assigned projects and working groups. This position will support working groups and other special projects across DHS OCIO to ensure the DHS EA team is appropriately represented and that DHS EA is being appropriately used and considered when making key decisions that impact the enterprise. Additionally, the position will provide EA program management support to provide over-arching assistance to the Director of Architecture and Implementation.


    Specifically, the position will:

    • Represent DHS EA at various meetings and working groups across the enterprise.
    • Provide explanations and descriptions of the various DHS EA services the OCIO provides.
    • Work with component architects and mission programs on projects ranging from segment architecture analysis to solutions architecture analysis.
    • Provide updates to EA frameworks and methodologies as needed
    • Provide technology expertise to assist in architecture analysis, planning and implementation


    • Participates in the development of business, information, and strategy requirements for enterprise-wide or large-scale information process implementations, systems, databases, and/or networks.
    • Develops architecture projects including technical architecture, business architecture, strategic planning, and business process design.
    • Supports architectural analysis and provides models across all layers of the architecture
    • Elicits as-is business process data and system architecture from program staff using discovery, interview, review of documentation, and facilitation techniques.
    • Performs detailed analysis to consolidate and normalize information, extrapolate observations, define trends and opportunities for improvement.
    • Develop metrics and statistics to support analysis.
    • Develop charts and other visuals to support analysis.
    • Storyboard and fully develop briefings for working level staff and executives.
    • Facilitate meetings to review findings and gather feedback.
    • Manage a task from inception to completion, including managing the schedule and acceptance.


    • 6 years + of experience in design, analysis, and implementation of architectures
    • US Citizenship and ability to obtain a Public Trust Clearance
    • Experience in conducting deep dive analysis of systems to includes business process modeling and data modeling of both as-is and to-be states
    • Experience conducting alternatives analysis for new systems or systems being evaluated for modernization
    • Well-rounded technology/systems background
    • Structured problem solving using complex data
    • Excellent verbal and written communication skills
    • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines
    • Self-starter with ability to perform and lead work independently
    • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups
    • Strong analytics skills
    • Ability to develop presentations and briefings at an executive level


    • DHS HQ Suitability
    • Proven experience within an enterprise architecture shop at the enterprise level of a government agency
    • Experience using orbus software for Enterprise Architecture
