  • Overview

    The CPIC Portfolio Analyst / Project Manager has good organization, planning, analysis, communications, and people skills. Ideally he or she understands Information Technology (IT) portfolio management and/or capital planning and investment control (CPIC).


    Planning and facilitating Federal Office of Management and Budget (OMB) quarterly Integrated Data Collections (IDC) and other data calls

    * Supporting IT Budget Data Calls (Spring, Fall, OMB Passback)

    * Supporting IT Investment Planning

    * Serve as an eCPIC tool administrator

    * Providing analysis and reporting on portfolio metrics

    * Supporting review and analysis of IT portfolio investments to identify common, best of breed, or redundant items for reuse or elimination

    * Using systems and/or defining requirements for automated workflow, dashboards, and reporting using SharePoint or other automation tools

    * General meeting facilitation (preparation, note taking, follow-up)

    * Maintaining associated Policy, Process, and Procedures documentation

    * Facilitating monthly Project Status Reporting, for a group of projects (Budget, Schedule, Issues, Risks, Scope, Customer Satisfaction, Action Items)

    * Planning and estimating team workplan

    * Onsite communications and coordination amongst team members and Federal customers

    * Coaching team members in the accomplishment of task objectives

    * This is a supervisory position


    Strong MS Office skills (Excel, Word, PowerPoint)

    * Experience with IT Portfolio Management, Data Calls, and/or Project/Task Management

    * Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines

    * Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups

    * Self-starter with ability to perform and lead work independently

    * Structured problem solving

    * Excellent verbal and written communication skills

    * Ability to use multiple communication methods (written/visual) to work with all levels of staff

    * Ability to interact effectively with a variety of contacts/relationships, including senior-level managers and technical SMEs

    * In general:

    * Bachelor’s degree required

    * 5-10 years of professional experience

    * MBA or equivalent degree a plus

    * Project Manager (PM) experience a plus


    Nice to Have (in priority order):

    * IT Portfolio Summary

    * Department of Justice, and/or working in a Federated OCIO Portfolio Management environment (interacting with Component OCIO’s)

    * Major Business Case development, Cost-Benefit Analysis, financial analysis, OMB MAX portal, SharePoint process automation.
