Overview

BRMi seeks an accomplished Enterprise Architecture Lead to drive USDA’s enterprise architecture, IT governance, and modernization initiatives in alignment with the OCIO mission. This leader will play a critical role in shaping USDA’s future-state architecture, integrating EA with CPIC, TBM, FITARA, and cybersecurity objectives, and enabling mission-driven decision-making across the enterprise. The EA Lead will serve as both a strategist and hands-on architect, building trust with USDA leadership and ensuring architecture products directly support modernization, portfolio management, and performance accountability.

 

**Can be 100% remote in TX, NJ, NC, WV, AL, VA, MD, MO, DC, GA, or FL**

 

**Will require the ability to obtain a US Public Trust**

Responsibilities

  • Enterprise Architecture & Governance:
    • Lead the design, development, and execution of USDA’s enterprise architecture program, aligning with FEAF, TOGAF, and federal IT mandates.
    • Oversee architecture artifacts across business, data, application, and technology domains to enable USDA mission priorities.
    • Provide expert facilitation for EA, CPIC, and governance boards, translating complex technical analysis into actionable insights for USDA senior executives.
    • Align EA artifacts with FITARA scorecards, CIO scoring, and USDA’s CPIC/TBM processes.
  • Operations & Planning
    • Manage demand intake and evaluation through ServiceNow Demand and Portfolio modules, ensuring value-driven prioritization of IT requests.
    • Conduct current- and target-state assessments, gap analyses, and solution evaluations; deliver architecture roadmaps with measurable outcomes.
    • Guide technical evaluations of modernization pilots, cloud migrations, Zero Trust implementations, and enterprise data governance strategies.
    • Support application rationalization and development of an EA service catalog, improving transparency and service delivery.
  • Leadership & Stakeholder Engagement
    • Serve as a trusted advisor to USDA OCIO leadership, delivering executive dashboards, roadmaps, and investment briefings.
    • Facilitate workshops and cross-functional stakeholder engagements to ensure adoption of EA strategies across mission areas.
    • Mentor EA team members, instill a culture of innovation, continuous improvement, and measurable performance outcomes.
    • Lead annual lessons-learned reviews and provide written recommendations to improve USDA’s IT planning and reduce enterprise risk
  • Perform other duties as assigned

Qualifications

  • Minimum of ten (10) years of experience in planning and architecting IT solutions in federal environments.
  • Strong knowledge of Federal Enterprise Architecture programs, including principles, concepts, and transition strategies, gained from experience at one or more federal government agencies.
  • Minimum of five (5) years of experience developing or designing enterprise-scale technical solutions integrating EA with CPIC, TBM, and cybersecurity.
  • Certification in a major EA framework (e.g., FEAF, TOGAF, EA Framework).
  • Proficiency with a major EA repository tool.
  • Strong record of executive-facing communication, delivering decision-ready EA artifacts, dashboards, and reports.
  • Proven ability to lead architecture initiatives that reduce technical debt, improve compliance, and enable mission outcomes.
  • Exceptional communication skills with senior executives.
  • Strong analytical, problem-solving, and strategic thinking.
  • Ability to build trust and foster collaboration across diverse stakeholders.
  • Record of delivering measurable outcomes under tight deadlines.
  • Ability to obtain and maintain a US Public Trust with the USDA.
