We’re looking for a Program Manager to support the National Institute of Health (NIH) National Cancer Institute (NCI) to oversee a multi-task federal health IT program in support of extramural research for cancer treatment and prevention. This role provides strategic leadership across software development, enterprise architecture, security, operations, and user support functions delivered within a scientific or public health mission environment.

Responsibilities

  • Lead daily operations for a multifaceted IT support program spanning development.
  • Serve as the central contact point with the NCI and liaison with the Contracting Officer’s Representative (COR) as needed.
  • Develop a custom Earned Value Management (EVM) analysis process to provide objective, accurate and timely data for effective decision making.
  • Assist the NCI in the development, review, enhancement, and update of IT planning and governance.
  • Provide oversight of software development efforts, ensuring adherence to established standards, completion of required documentation, and timely delivery of system updates and enhancements.
  • Drive enhancements to program processes, tools, and methodologies to improve efficiency and quality.
  • Maintain program-level tracking and reporting systems for activities, risks, milestones, and performance metrics.
  • Perform other duties as assigned.

Qualifications

  • Project Management Professional (PMP) certified by the Project Management Institute (PMI).
  • 10+ years of experience managing complex IT programs or projects of similar size and scope.
  • Experience implementing and overseeing quality assurance processes aligned with best practices (e.g., ITIL, CMMI, EPLC, SDLC).
  • Strong communication and coordination skills, with a proven ability to engage stakeholders and lead interdisciplinary teams across multiple technical and operational areas.
  • Demonstrated experience leading software development teams.
  • Bachelor’s Degree in related field.
  • Ability to obtain and maintain a Public Trust with the NIH.

Desired Qualifications:

  • Prior management experience supporting programs for HHS operating divisions, including NIH, CDC, FDA, HRSA, AHRQ, or similar organizations (not required but strongly preferred).
  • Experience coordinating enterprise architecture, data management, or modernization within research or health IT domains.
  • Familiarity with infrastructure modernization within federal environments.
  • Experience supporting scientific or academic program stakeholders.
